SHORT TITLE.\n\nThis Act may be cited as the ``Small Business Cybersecurity\nAssistance Evaluation Act of 2026''.\n\nSEC. 2. GAO STUDY ON SMALL BUSINESS CYBERSECURITY ASSISTANCE.\n\n(a) Study.--The Comptroller General of the United States shall\nconduct a study of current Federal cybersecurity initiatives, programs,\nresources, tools, and services intended to assist owners of small\nbusiness concerns (as defined under section 3 of the Small Business Act\n(15 U.S.C. 632)) with--\n(1) identifying cyber risks, cyber threats, and\ncybersecurity vulnerabilities relating to such concerns;\n(2) assessing the preparedness of such concerns for such\nrisks, threats, and vulnerabilities;\n(3) planning for, mitigating, and recovering from\ncyberattacks and incidents of social engineering, scams, and\nfraud (including developing, adopting, and implementing\ncybersecurity measures, training, protocols, tools, and\ninfrastructure); and\n(4) identifying sources of capital, or obtaining capital,\nto carry out the activities specified in paragraphs (1), (2),\nand (3).\n(b) Required Content.--The study required by subsection (a) shall\ninclude--\n(1) information on the most common cyberattacks affecting\nsmall business concerns;\n(2) an identification and description of the Federal\ncybersecurity initiatives, programs, resources, tools, and\nservices included in the study described in subsection (a);\n(3) an assessment of the awareness and use of such Federal\ncybersecurity initiatives, programs, resources, tools, and\nservices by small business concerns and reasons for differences\nin levels of such awareness and use;\n(4) an assessment of the coordination and integration among\nsuch Federal cybersecurity initiatives, programs, resources,\ntools, and services;\n(5) an assessment of the effectiveness of such Federal\ncybersecurity initiatives, programs, resources, tools, and\nservices in assisting small business concerns with the\nactivities listed in paragraphs (1) through (4) of subsection\n(a);\n(6) an identification of any foundational cybersecurity\nconcepts absent from such Federal cybersecurity initiatives,\nprograms, resources, tools, and services; and\n(7) recommendations on how to improve the effectiveness,\nawareness, and coordination of such Federal cybersecurity\ninitiatives, programs, resources, tools, and services for small\nbusiness concerns.\n(c) Report.--The Comptroller General shall submit to the Committee\non Small Business of the House of Representatives and the Committee on\nSmall Business and Entrepreneurship of the Senate a report containing\nall findings and determinations made in carrying out the study required\nunder subsection (a).\n\nSEC. 3.
