SHORT TITLE.\n\nThis Act may be cited as the ``Energy Emergency Leadership Act''.\n\nSEC. 2. FUNCTIONS ASSIGNED TO ASSISTANT SECRETARIES.\n\n(a) In General.--Subsection (a) of section 203 of the Department of\nEnergy Organization Act (42 U.S.C. 7133(a)) is amended by adding at the\nend the following new paragraph:\n``(12) Energy emergency and energy security functions,\nincluding--\n``(A) responsibilities with respect to energy\ninfrastructure, security and resilience, emerging\nthreats, cybersecurity, supply, and emergency planning\nand preparedness, coordination, response, and\nrestoration, as appropriate; and\n``(B) upon request of a State, local, or Tribal\ngovernment or energy sector entity, and in coordination\nwith other Federal agencies as appropriate, provision\nof technical assistance and support to protect against,\ndetect, and respond to energy security threats, risks,\nand incidents.''.\n(b) Coordination.--The Secretary of Energy shall ensure that the\nfunctions of the Secretary described in section 203(a)(12) of the\nDepartment of Energy Organization Act (as added by this Act) are\nperformed in coordination with relevant Federal agencies.\n\nPassed the House of Representatives June 29, 2026.\n\nAttest:\n\nKEVIN F.
