SHORT TITLE.\n\nThis Act may be cited as the ``United States-Israel Defense\nPartnership Act of 2025''.\n\nSEC. 2. SENSE OF CONGRESS.\n\nIt is the sense of Congress that--\n(1) the United States and Israel--\n(A) are bound closely by historic and cultural ties\nand mutual interests; and\n(B) face common threats, which are constantly\nevolving in scope, scale, and lethality;\n(2) to most effectively counter such shared threats, the\nUnited States and Israel must expand their defense partnership\nto develop new technologies and leverage the unique\ncapabilities offered by defense industrial base of each\ncountry; and\n(3) this Act furthers such goal through the establishment\nof several joint initiatives.\n\nSEC. 3. UNITED STATES-ISRAEL PROGRAM ON COUNTERING UNMANNED SYSTEMS.\n\n(a) Findings.--Congress makes the following findings:\n(1) The increasing use of unmanned systems by state and\nnonstate actors poses a significant threat to the national\nsecurity of the United States and its allies, including Israel.\n(2) Cooperation in developing and deploying counter-\nunmanned systems technology will enhance mutual security and\nstrengthen bilateral defense capabilities.\n(3) Israel is a global leader in the development of\nadvanced counter-unmanned systems technologies, and a\ncooperative program will leverage shared expertise and\nresources to address evolving threats.\n(b) Establishment.--\n(1) In general.--The Secretary of Defense, with the\nconcurrence of the Minister of Defense of Israel, shall\nestablish a cooperative program between the United States and\nIsrael, to be known as the ``United States-Israel Counter-\nUnmanned Systems Program'', for the purpose of enhancing\ncooperation between the United States and Israel for purposes\nof--\n(A) developing, testing, evaluating, and deploying\nadvanced technologies for countering unmanned systems\nthat threaten the United States and Israel;\n(B) sharing technical expertise and data on\nemerging unmanned systems and related threats;\n(C) conducting joint research and development\ninitiatives; and\n(D) deploying and integrating counter-unmanned\nsystems for mutual defense.\n(2) Activities.--The program established under this\nsubsection shall include the following:\n(A) Collaborative research initiatives involving\ngovernment, private sector, and academic institutions\nin the United States and Israel, conducted in a manner\nthat protects sensitive technology and information and\nthe national security interests of the United States\nand Israel.\n(B) Joint training exercises and information-\nsharing mechanisms to enhance operational readiness of\npersonnel of the United States and of Israel.\n(C) The establishment, within the Department of\nDefense, of a United States-Israel Counter-Unmanned\nSystems Program Office to oversee program execution and\ncoordination.\n(D) The procurement and deployment of counter-\nunmanned systems.\n(c) Annual Report.--\n(1) In general.--Not later than 1 year after the date of\nthe enactment of this Act, and annually thereafter, the\nSecretary of Defense shall submit to the Committee on Armed\nServices of the Senate and the Committee on Armed Services of\nthe House of Representatives a report on the implementation of\nthe program established under this section.\n(2) Elements.--Each report required by paragraph (1) shall\ninclude, for the preceding year--\n(A) a description of activities conducted under the\nprogram;\n(B) an assessment of progress made in addressing\nunmanned systems threats and requirements;\n(C) an assessment of the program's collaboration\nwith other relevant United States Government programs,\nincluding the United States-Israel Operations-\nTechnology Working Group and Counter Unmanned Aerial\nSystems program run by the Irregular Warfare Technical\nSupport Directorate; and\n(D) recommendations for future program activities\nand funding.\n(3) Form.--Each report submitted under paragraph (1) shall\nbe submitted in unclassified form but may include a classified\nannex as necessary to protect sensitive information.\n(d) Authorization of Appropriations.--There is authorized to be\nappropriated $150,000,000 for each of fiscal years 2026 through 2030 to\ncarry out the program under this section.\n(e) Rule of Construction.--Nothing in this section shall be\nconstrued to alter or supersede agreements or obligations between the\nUnited States and Israel in existence on the date of the enactment of\nthis Act.\n\nSEC. 4. EXTENSION AND MODIFICATION OF UNITED STATES-ISRAEL ANTI-TUNNEL\nCOOPERATION.\n\nSection 1279 of the National Defense Authorization Act for Fiscal\nYear 2016 (Public Law 114-92; 22 U.S.C. 8606 note) is amended--\n(1) in subsection (b)(4), by striking ``$50,000,000'' and\ninserting ``$80,000,000''; and\n(2) in subsection (f), by striking ``December 31, 2026''\nand inserting ``December 31, 2028''.\n\nSEC. 5. EXTENSION AND MODIFICATION OF UNITED STATES-ISRAEL COOPERATION\nTO COUNTER UNMANNED AERIAL SYSTEMS.\n\nSection 1278 of the National Defense Authorization Act for Fiscal\nYear 2020 (22 U.S.C. 8606 note) is amended--\n(1) in subsection (b)(4), by striking ``$55,000,000'' and\ninserting ``$75,000,000''; and\n(2) in subsection (f), by striking ``December 31, 2026''\nand inserting ``December 31, 2028''.\n\nSEC. 6. UNITED STATES-ISRAEL EMERGING TECHNOLOGY CAPABILITIES\nCOOPERATION.\n\n(a) Statement of Policy.--It is the policy of the United States to\nsupport and encourage further defense collaboration with Israel in\nareas of emerging technologies capable of enabling the warfare\ncapabilities of both the United States and Israel to meet emerging\ndefense challenges, including in the areas of artificial intelligence,\ncybersecurity, robotics, quantum, and automation.\n(b) Authority To Establish Emerging Defense Technology Capabilities\nProgram With Israel.--\n(1) In general.--The Secretary of Defense, upon request by\nthe Ministry of Defense of Israel and in consultation with the\nSecretary of State and the Director of National Intelligence,\nis authorized to carry out, jointly with Israel, research,\ndevelopment, test, and evaluation in areas of emerging\ntechnologies capable of enabling the warfare capabilities of\nthe United States and Israel to meet emerging defense\nchallenges, including in the areas of artificial intelligence,\ncybersecurity, robotics, quantum, and automation.\n(2) Protection of sensitive information.--Any activity\ncarried out pursuant to the authority provided by paragraph (1)\nshall be conducted in a manner that appropriately protects\nsensitive information and the national security interests of\nthe United States and Israel.\n(3) Report.--None of the activities described in paragraph\n(1) may be carried out until the date on which the Secretary of\nDefense submits to the Committees on Armed Services of the\nSenate and the House of Representatives a report that sets\nforth the following:\n(A) A memorandum of agreement between the United\nStates and Israel regarding sharing of research and\ndevelopment costs for the capabilities described in\nparagraph (1), and any supporting documents.\n(B) A certification that such memorandum of\nagreement--\n(i) requires sharing of costs of projects,\nincluding in-kind support, between the United\nStates and Israel;\n(ii) establishes a framework to negotiate\nthe rights to any intellectual property\ndeveloped under the memorandum of agreement;\nand\n(iii) requires the United States Government\nto receive semiannual reports on expenditure of\nfunds, if any, by the Government of Israel,\nincluding a description of what the funds have\nbeen used for, when funds were expended, and an\nidentification of entities that expended the\nfunds.\n(c) Lead Agency.--Not earlier than the date on which the Secretary\nof Defense submits the report required by subsection (b)(3), the\nSecretary of Defense shall designate the Irregular Warfare Technology\nSupport Directorate as the lead agency of the Department of Defense in\ncarrying out this section.\n(d) Semiannual Reports.--The Secretary of Defense shall submit to\nthe appropriate committees of Congress on a semiannual basis a report\nthat contains a copy of the most recent semiannual report provided by\nthe Government of Israel to the Department of Defense pursuant to\nsubsection (b)(3)(B)(iii).\n(e) Authorization of Appropriations.--There is authorized to be\nappropriated $50,000,000 for each of fiscal years 2026 through 2030 to\ncarry out the program under this section.\n\nSEC. 7. EXTENSION OF WAR RESERVES STOCKPILE AUTHORITY.\n\nSection 12001(d) of the Department of Defense Appropriations Act,\n2005 (Public Law 108-287; 118 Stat. 1011) is amended by striking\n``after January 1, 2027'' and inserting ``after January 1 2029''.\n\nSEC. 8. ESTABLISHMENT OF DEFENSE INNOVATION UNIT OFFICE IN ISRAEL.\n\nNot later than 180 days after the date of the enactment of this\nAct, the Secretary of Defense shall establish in Israel a Defense\nInnovation Unit office--\n(1) to engage the Minister of Defense of Israel and\nrepresentatives of the private sector in collaborative efforts\nto counter development by Iran of dual-use defense\ntechnologies; and\n(2) to leverage resources and innovation activities of the\nUnited States and Israel for the benefit of the national\nsecurity of the United States and Israel.\n\nSEC. 9. NATIONAL TECHNOLOGY INDUSTRIAL BASE.\n\n(a) In General.--Not later than 90 days after the date of the\nenactment of this Act, the Secretary of Defense shall seek to engage\nthe Minister of Defense of Israel in a discussion of the process of the\nascension of Israel into the national technology and industrial base\n(as defined in section 4801 of title 10, United States Code).\n(b) Protection of Sensitive Information.--Any activity carried out\npursuant to the authority provided by subsection (a) shall be conducted\nin a manner that appropriately protects sensitive information and the\nnational security interests of the United States and Israel.\n\nSEC. 10. ASSESSMENT OF INTEGRATED AIR AND MISSILE DEFENSE IN REGION\nCOVERED BY UNITED STATES CENTRAL COMMAND.\n\n(a) Assessment Required.--The Secretary of Defense shall conduct an\nassessment of the integrated air and missile defense in the region\ncover by United States Central Command.\n(b) Elements.--The assessment conducted pursuant to subsection (a)\nshall cover the following:\n(1) The current strength of the integrated air and missile\ndefense in the region described in subsection (a).\n(2) How best to strengthen the integrated air and missile\ndefense described in paragraph (1).\n(3) What would be required to expand or deepen cooperation\namong the United States, Israel, and other regional partners of\nthe United States to achieve full operational capability of the\nintegrated air and missile defense described in paragraph (1),\nincluding identification of the amount of funding and new legal\nauthorities that may be required for such expansion or\ndeepening.\n(c) Considerations.--In carrying out the assessment required by\nsubsection (a), the Secretary shall consider the following:\n(1) The strategy required by section 1658(b) of James M.\nInhofe National Defense Authorization Act for Fiscal Year 2023\n(Public Law 117-263).\n(2) Current cooperation among partners of the United States\nin the region described by subsection (a) on integrated air and\nmissile defense.\n(3) Lessons learned in countering the April 13, 2024, and\nOctober 1, 2024, airstrikes by Iran against Israel.\n(d) Report.--\n(1) In general.--Not later than 180 days after the date of\nthe enactment of this Act, the Secretary of Defense shall\nsubmit to the Committees on Armed Services of the Senate and\nthe House of Representatives a report on the assessment\nconducted under this section.\n(2) Form.--The report required by paragraph (1) shall be\nsubmitted in unclassified form but may contain a
