RURAL HOSPITAL CYBERSECURITY WORKFORCE DEVELOPMENT\nSTRATEGY.</DELETED>\n\n<DELETED> (a) In General.--Not later than 1 year after the date of\nenactment of this Act, the Secretary shall develop and transmit to the\nappropriate committees of Congress a comprehensive rural hospital\ncybersecurity workforce development strategy to address the growing\nneed for skilled cybersecurity professionals in rural\nhospitals.</DELETED>\n<DELETED> (b) Consultation.--</DELETED>\n<DELETED> (1) Agencies.--In carrying out subsection (a), the\nSecretary may consult with the Director of the Cybersecurity\nand Infrastructure Security Agency, the Secretary of Education,\nthe Secretary of Labor, and any other appropriate head of an\nagency.</DELETED>\n<DELETED> (2) Providers.--In carrying out subsection (a),\nthe Secretary shall consult with not fewer than 2\nrepresentatives of rural healthcare providers from each\ngeographic division in the United States.</DELETED>\n<DELETED> (c) Considerations.--The rural hospital cybersecurity\nworkforce development strategy developed under subsection (a) shall, at\na minimum, consider the following components:</DELETED>\n<DELETED> (1) Partnerships between rural hospitals, non-\nrural healthcare systems, educational institutions, private\nsector entities, and nonprofit organizations to develop,\npromote, and expand the rural hospital cybersecurity workforce,\nincluding through education and training programs tailored to\nthe needs of rural hospitals.</DELETED>\n<DELETED> (2) The development of a cybersecurity curriculum\nand teaching resources that focus on teaching technical skills\nand abilities related to cybersecurity in rural hospitals for\nuse in community colleges, vocational schools, and other\neducational institutions located in rural areas.</DELETED>\n<DELETED> (3) Identification of--</DELETED>\n<DELETED> (A) cybersecurity workforce challenges\nthat are specific to rural hospitals, as well as\nchallenges that are relative to hospitals generally;\nand</DELETED>\n<DELETED> (B) common practices to mitigate both sets\nof challenges described in subparagraph (A).</DELETED>\n<DELETED> (4) Recommendations for legislation, rulemaking,\nor guidance to implement the components of the rural hospital\ncybersecurity workforce development strategy.</DELETED>\n<DELETED> (d) Annual Briefing.--Not later than 60 days after the\ndate on which the first full fiscal year ends following the date on\nwhich the Secretary transmits the rural hospital cybersecurity\nworkforce development strategy developed under subsection (a), and not\nlater than 60 days after the date on which each fiscal year thereafter\nends, the Secretary shall provide a briefing to the appropriate\ncommittees of Congress that includes, at a minimum, information\nrelating to--</DELETED>\n<DELETED> (1) updates to the rural hospital cybersecurity\nworkforce development strategy, as appropriate;</DELETED>\n<DELETED> (2) any programs or initiatives established\npursuant to the rural hospital cybersecurity workforce\ndevelopment strategy, as well as the number of individuals\ntrained or educated through such programs or\ninitiatives;</DELETED>\n<DELETED> (3) additional recommendations for legislation,\nrulemaking, or guidance to implement the components of the\nrural hospital cybersecurity workforce development strategy;\nand</DELETED>\n<DELETED> (4) the effectiveness of the rural hospital\ncybersecurity workforce development strategy in addressing the\nneed for skilled cybersecurity professionals in rural\nhospitals.</DELETED>\n\n<DELETED>SEC. 4. INSTRUCTIONAL MATERIALS FOR RURAL HOSPITALS.</DELETED>\n\n<DELETED> (a) In General.--Not later than 1 year after the date of\nenactment of this Act, the Secretary shall make available instructional\nmaterials for rural hospitals that can be used to train staff on\nfundamental cybersecurity efforts.</DELETED>\n<DELETED> (b) Duties.--In carrying out subsection (a), the Secretary\nshall--</DELETED>\n<DELETED> (1) consult with appropriate heads of agencies,\nexperts in cybersecurity education, and rural healthcare\nexperts;</DELETED>\n<DELETED> (2) identify existing cybersecurity instructional\nmaterials that can be adapted for use in rural hospitals and\ncreate new materials as needed; and</DELETED>\n<DELETED> (3) conduct an awareness campaign to promote the\nmaterials available to rural hospitals developed under\nsubsection (a).</DELETED>\n\n<DELETED>SEC. 5. NO ADDITIONAL FUNDS.</DELETED>\n\n<DELETED> No additional funds are authorized to be appropriated for\nthe purpose of carrying out this Act.</DELETED>\n\nSECTION 1. Reg. 6725));\n(B) a critical access hospital (as defined in\nsection 1861(mm)(1) of such Act (42 U.S.C.\n1395x(mm)(1)));\n(C) a sole community hospital (as defined in\nsection 1886(d)(5)(D)(iii) of such Act (42 U.S.C.\n1395ww(d)(5)(D)(iii)));\n(D) a medicare-dependent, small rural hospital (as\ndefined in section 1886(d)(5)(G)(iv) of such Act (42\nU.S.C. 1395(ww)(d)(5)(G)(iv)));\n(E) a low-volume hospital (as defined in section\n1886(d)(12)(C) of such Act (42 U.S.C.\n1395ww(d)(12)(C))); or\n(F) a rural emergency hospital (as defined in\nsection 1861(kkk)(2) of such Act (42 U.S.C.\n1395x(kkk)(2))).\n(5) Secretary.--The term ``Secretary'' means the Secretary\nof Health and Human Services.\n\nSEC. 3. RURAL HOSPITAL CYBERSECURITY WORKFORCE DEVELOPMENT STRATEGY.\n\n(a) In General.--Not later than 1 year after the date of enactment\nof this Act, the Secretary shall develop and transmit to the\nappropriate committees of Congress a comprehensive rural hospital\ncybersecurity workforce development strategy to address the growing\nneed for skilled cybersecurity professionals in rural hospitals.\n(b) Consultation.--\n(1) Agencies.--In carrying out subsection (a), the\nSecretary shall consult with the Director of the Cybersecurity\nand Infrastructure Security Agency, the Secretary of Education,\nthe Secretary of Labor, the National Cyber Director, and any\nother appropriate head of an agency.\n(2) Providers.--In carrying out subsection (a), the\nSecretary shall consult with not fewer than 2 representatives\nof rural health care providers from each geographic division in\nthe United States.\n(c) Considerations.--The rural hospital cybersecurity workforce\ndevelopment strategy developed under subsection (a) shall, at a\nminimum, consider the following components:\n(1) Partnerships between rural hospitals, hospitals that\nare not rural hospitals as defined in section 2(4), educational\ninstitutions, and private nonprofit or for-profit entities, to\ndevelop, promote, and expand the rural hospital cybersecurity\nworkforce, including through education and training programs\ntailored to the needs of rural hospitals.\n(2) The development of a cybersecurity curriculum and\nteaching resources that focus on teaching technical skills and\nabilities related to cybersecurity in rural hospitals for use\nin community colleges, vocational schools, and other\neducational institutions located in rural areas.\n(3) Identification of--\n(A) cybersecurity workforce challenges of rural\nhospitals; and\n(B) common practices to mitigate the challenges\ndescribed in subparagraph (A).\n(d) Annual Briefing.--Not later than 60 days after the date on\nwhich the first full fiscal year ends following the date on which the\nSecretary transmits the rural hospital cybersecurity workforce\ndevelopment strategy developed under subsection (a), and not later than\n60 days after the date on which each fiscal year thereafter ends, the\nSecretary shall provide a briefing to the appropriate committees of\nCongress that includes, at a minimum, information relating to--\n(1) updates to the rural hospital cybersecurity workforce\ndevelopment strategy, as appropriate;\n(2) any programs or initiatives established pursuant to the\nrural hospital cybersecurity workforce development strategy,\nand the number of individuals trained or educated through such\nprograms or initiatives; and\n(3) the effectiveness of the rural hospital cybersecurity\nworkforce development strategy in addressing the need for\nskilled cybersecurity professionals in rural hospitals.\n\nSEC. 4.
