SHORT TITLE.\n\nThis Act may be cited as the ``Artificial Intelligence Wisdom for\nInnovative Small Enterprises Act'' or the ``AI-WISE Act''.\n\nSEC. 2. ARTIFICIAL INTELLIGENCE EDUCATIONAL RESOURCES AND MODULES FOR\nSMALL BUSINESS CONCERNS.\n\n(a) In General.--The Small Business Act (15 U.S.C. 631 et seq.) is\namended--\n(1) by redesignating section 49 as section 50; and\n(2) by inserting after section 48 the following new\nsection:\n\n``SEC. 49. ARTIFICIAL INTELLIGENCE EDUCATIONAL RESOURCES AND MODULES\nFOR SMALL BUSINESS CONCERNS.\n\n``(a) In General.--The Administrator shall--\n``(1) establish and maintain educational resources and\nmodules for small business concerns with information on\nartificial intelligence tools; and\n``(2) make such educational resources and modules publicly\navailable on an existing online learning platform of the\nAdministration.\n``(b) Contents.--The educational resources and modules established\nunder subsection (a) shall include, to the extent practicable,\ninformation on--\n``(1) how artificial intelligence models work, including\nthe limits of the capabilities of such models, and how such\nlimits affect the outputs of such tools;\n``(2) how to determine if software outputs are generated\nwith the use of artificial intelligence;\n``(3) how to remain updated on the emergence, development,\nand technological maturation of artificial intelligence;\n``(4) how to understand and remain updated on the policies,\nterms, and conditions applicable to users of artificial\nintelligence;\n``(5) best practices in coordinating with third-party\nproviders of artificial intelligence tools;\n``(6) how to effectively identify, evaluate, and manage the\nrisks of artificial intelligence;\n``(7) how to ensure the privacy of user inputs to\nartificial intelligence tools;\n``(8) how to retain human involvement in important\ndecisions informed by recommendations made by artificial\nintelligence;\n``(9) how to identify tasks and functions that artificial\nintelligence can reliably and effectively perform, including\nwhether artificial intelligence can improve operations,\nproductivity, or customer service; and\n``(10) how to determine whether an artificial intelligence\ntool adequately fills a need and is worth adopting.\n``(c) Accuracy and Maintenance.--\n``(1) In general.--To the extent practicable, the\nAdministrator shall ensure that the information contained in\nthe educational resources and modules established under\nsubsection (a) is factually accurate and current, including by\nconsulting with--\n``(A) the Director of the National Institute of\nStandards and Technology; and\n``(B) the Advisory Working Group established under\nparagraph (2).\n``(2) Advisory working group.--\n``(A) Establishment.--The Administrator shall\nestablish a working group (in this paragraph referred\nto as the `Advisory Working Group') with which the\nAdministrator shall consult on an ongoing basis\nregarding the information contained in the educational\nresources and modules established under subsection (a).\n``(B) Duties.--The duties of the Advisory Working\nGroup shall include the identification and\nrecommendation of relevant information to the\nAdministrator for inclusion in the educational\nresources and modules established under subsection (a).\n``(C) Members.--The Advisory Working Group shall be\ncomprised of the following members, who shall be\nselected by the Administrator:\n``(i) Individuals with demonstrated\nexpertise in artificial intelligence,\nincluding--\n``(I) not less than one individual\nfrom the private sector;\n``(II) not less than one individual\nfrom academia;\n``(III) not less than one\nindividual from an organization with\ndemonstrated expertise in ensuring\nartificial intelligence outputs--\n``(aa) are reliable,\nsecure, transparent, and not\nused for illegal purposes; and\n``(bb) which protect user\nprivacy; and\n``(IV) not less than one individual\nwith demonstrated expertise in the\ncreation of educational or professional\ndevelopment materials regarding\nartificial intelligence.\n``(ii) Individuals with demonstrated\nexpertise in outreach to small business\nconcerns, including--\n``(I) not less than one individual\nfrom each resource partner;\n``(II) not less than one individual\nfrom a district office of the\nAdministration; and\n``(III) not less than one\nindividual from an association\nrepresenting small business concerns.\n``(D) Vacancies.--Any vacancy in the Advisory\nWorking Group shall be filled in the same manner as the\noriginal appointment.\n``(E) Inapplicability of faca.--The requirements of\nchapter 10 of title 5, United States Code, shall not\napply to the Advisory Working Group established under\nthis paragraph.\n``(3) Incorporation of information in educational resources\nand modules.--In establishing and maintaining the educational\nresources and modules under subsection (a), the Administrator--\n``(A) shall consider relevant, existing information\ndeveloped by resource partners;\n``(B) may consider relevant, existing information\ndeveloped by private entities; and\n``(C) may incorporate information described in\nsubparagraphs (A) and (B) into such educational\nresources and modules.\n``(d) Resource Partner Involvement.--\n``(1) In general.--The Administrator shall coordinate with\nresource partners to disseminate information to raise the\nawareness of small business concerns about availability of the\neducational resources and modules established under subsection\n(a).\n``(2) Specialized and localized educational resource\ndevelopment.--Resource partners may develop specialized and\nlocalized training resources to more effectively disseminate\nthe information in the educational resources and modules\nestablished under subsection (a), including by incorporating\ninformation on uses of artificial intelligence tools common to\nthe community served by such resource partner.\n``(e) Manner.--The Administrator shall ensure that the information\nin the educational resources and modules established under subsection\n(a)--\n``(1) is actionable and presented in a manner that is\neasily comprehensible by small business concerns;\n``(2) does not give preference to a particular artificial\nintelligence model or tool over similar such models or tools;\nand\n``(3) does not give preference to an artificial\nintelligence model or tool developed by a specific entity or\ngroup of entities over an artificial intelligence model or tool\ndeveloped by another entity or group of entities.\n``(f) Artificial Intelligence Defined.--In this section, the term\n`artificial intelligence' has the meaning given such term in section\n5002 of the William M. (Mac) Thornberry National Defense Authorization\nAct for Fiscal Year 2021 (15 U.S.C. 9401).''.\n(b) Deadline.--The Administrator of the Small Business\nAdministration shall establish the educational resources and modules\nrequired by section 49 of the Small Business Act (15 U.S.C. 631 et\nseq.), as added by this Act, not later than 180 days after the date of\nthe enactment of this Act.\n\nSEC. 3.
