SHORT TITLE.\n\nThis Act may be cited as the ``NSF AI Education Act of 2025''.\n\nSEC. 2. SCHOLARSHIPS AND FELLOWSHIPS IN ARTIFICIAL INTELLIGENCE.\n\nParagraph (2) of section 540l(e) of the National Artificial\nIntelligence Initiative Act of 2020 (15 U.S.C. 9451(e); enacted as part\nof title LIV of division E of the William M. (Mac) Thornberry National\nDefense Authorization Act for Fiscal Year 2021 (Public Law 116-283)) is\namended--\n(1) in the heading, by striking ``Faculty''; and\n(2) by adding at the end the following new subparagraphs:\n``(D) Student scholarships and fellowships in\nartificial intelligence.--\n``(i) In general.--The Director of the\nNational Science Foundation may support\nscholarships and fellowships for undergraduate\nand graduate students by making awards through\ninstitutions of higher education, including\ncommunity colleges, to students who are\nenrolled in programs of study leading to\ndegrees or concentrations in or related to the\ndesign, research, assessment, development,\ndeployment, integration, or application of\nartificial intelligence.\n``(ii) Considerations.--In carrying out\nclause (i), the Director of the National\nScience Foundation may prioritize making awards\nto students who are enrolled in programs of\nstudy leading to degrees or concentrations in\nor related to any of the following:\n``(I) The teaching of artificial\nintelligence at elementary schools,\nsecondary schools, career and technical\neducation schools, institutions of\nhigher education, or through other\nhigher education and professional\neducation programs.\n``(II) Artificial intelligence and\nadvanced manufacturing, including the\nintegration of artificial intelligence\ninto advanced manufacturing operations.\n``(III) Artificial intelligence and\nagriculture, including the integration\nof artificial intelligence into\nagricultural operations, prediction,\nand decision making.\n``(iii) Awards.--Scholarships and\nfellowships awarded under this subparagraph may\nbe in the form of awards that may cover the\ncost of tuition, education-related fees, a\nstipend, and professional development funds for\na period of up to five years. Such scholarships\nand fellowships shall be paid directly to the\ninstitution of higher education in which the\nstudent is enrolled.\n``(iv) Outreach.--The Director of the\nNational Science Foundation shall conduct\noutreach and encourage applications from rural-\nlocated institutions of higher education,\nrural-serving institutions of higher education,\nemerging research institutions, Tribal Colleges\nor Universities, and institutions located in an\nEstablished Program to Stimulate Competitive\nResearch (EPSCoR) jurisdiction.\n``(v) Method.--The Director of the National\nScience Foundation may carry out this\nsubparagraph by making awards through new or\nexisting programs.\n``(E) Artificial intelligence professional\ndevelopment fellowships.--\n``(i) In general.--The Director of the\nNational Science Foundation may support\nactivities to promote the exchange of ideas and\nencourage collaborations between institutions\nof higher education and industry partners in\nthe field of artificial intelligence, including\nthrough fellowships for students, teachers,\nfaculty, and industry professionals.\n``(ii) Supplementals for students and\nfaculty.--The Director of the National Science\nFoundation may award fellowships for students\nand faculty to pursue professional development\nprograms in STEM fields that are administered\nby or affiliated with institutions of higher\neducation, including community colleges, in\norder to enable recipients to attain skills,\ntraining, or education in partnership with\nindustry members on the design, research,\nassessment, development, deployment,\nintegration, or application of artificial\nintelligence.\n``(iii) Fellowships for industry\nprofessionals.--The Director of the National\nScience Foundation may award fellowships to\nindustry professionals to enable recipients to\nseek short-term appointments to instruct and\neducate students on the design, research,\nassessment, development, deployment,\nintegration, or application of artificial\nintelligence.\n``(iv) Fellowships for school\nprofessionals.--The Director of the National\nScience Foundation may award fellowships to\nteachers, school counselors, and other school\nprofessionals for professional development\nprograms in order to enable recipients to\nattain skills, training, or education in\npartnership with industry members on the\nteaching, use of, or application of artificial\nintelligence in K-12 settings.\n``(v) Awards.--Awards made under this\nsubparagraph may be in the form of an award\nthat covers the cost of tuition, education-\nrelated fees, a stipend, and professional\ndevelopment funds for up to one year. Such\nawards shall be paid directly to the\ninstitution of higher education that\nadministers, or is affiliated with, the program\nin which the fellowship recipient is\nparticipating.\n``(F) National science foundation outreach\ncampaign.--The Director of the National Science\nFoundation may carry out a nationwide outreach campaign\nto industry as well as students at elementary schools,\nsecondary schools, career and technical education\nschools, and institutions of higher education, or\nthrough other higher education and professional\neducation programs, to increase awareness regarding\nNational Science Foundation-funded artificial\nintelligence education opportunities.\n``(G) Eligibility.--To be eligible to receive a\nscholarship or fellowship under this paragraph, an\nindividual shall satisfy all of the following:\n``(i) Be a citizen, national, or lawful\npermanent resident of the United States.\n``(ii) Demonstrate a commitment to a career\nin advancing the field of artificial\nintelligence.\n``(iii) Accept the terms of a fellowship\nunder this subparagraph.\n``(H) Reports.--\n``(i) In general.--Not later than seven\nyears after the date of the enactment of this\nsubparagraph, the Director of the National\nScience Foundation shall submit to Congress,\nand make widely available to the public, a\nreport including any recommendations for\nlegislative action that could optimize the\neffectiveness of the scholarships and\nfellowships under this paragraph.\n``(ii) Requirements.--In preparing the\nreports under clause (i), the Director of the\nNational Science Foundation may, as\npracticable--\n``(I) include an assessment of the\neffectiveness of such scholarships and\nfellowships in expanding\napprenticeships, internships, and other\napplied or experiential learning\nopportunities offered by employers in\nconjunction with community colleges or\nother institutions of higher education;\n``(II) assess the number of\nstudents who received such scholarships\nand fellowship;\n``(III) assess the percentage of\nsuch students who successfully complete\ntheir education programs and who intend\nto enter the workforce;\n``(IV) assess the percentage of\nundergraduate, graduate, and\npostdoctoral students who enter the\nworkforce in a field relating to such\nscholarship or fellowship;\n``(V) assess the impact on the\nnumber of K-12 teachers, school\ncounselors, and other school\nprofessionals who received such\nscholarships or fellowships; and\n``(VI) include an assessment of the\neffects such scholarships and\nfellowships have on related fields.''.\n\nSEC. 3. COMMUNITY COLLEGE AND AREA CAREER AND TECHNICAL EDUCATIONAL\nSCHOOL CENTERS OF ARTIFICIAL INTELLIGENCE EXCELLENCE.\n\n(a) In General.--Subparagraph (B) of section 5401 of the National\nArtificial Intelligence Initiative Act of 2020 (15 U.S.C. 9451(e)(3);\nenacted as part of title LIV of division E of the William M. (Mac)\nThornberry National Defense Authorization Act for Fiscal Year 2021\n(Public Law 116-283)) is amended to read as follows:\n``(B) Centers of ai excellence.--\n``(i) Definitions.--In this subparagraph:\n``(I) Area career and technical\neducation school.--The term `area\ncareer and technical education school'\nhas the meaning given such term in\nsection 3 of the Carl D. Perkins Career\nand Technical Education Act of 2006 (20\nU.S.C. 2302).\n``(II) Eligible applicant.--The\nterm `eligible applicant' means a\ncommunity college, or area career and\ntechnical education school, in\npartnership with one or more of the\nfollowing:\n``(aa) A Federal, State,\nlocal, Tribal, or territorial\ngovernment entity.\n``(bb) An institution of\nhigher education.\n``(cc) An entity in private\nindustry.\n``(dd) An economic\ndevelopment organization or\nventure development\norganization.\n``(ee) A nonprofit\norganization.\n``(III) Venture development\norganization.--The term `venture\ndevelopment organization' has the\nmeaning given such term in section\n27(a) of the Stevenson-Wydler\nTechnology Innovation Act of (15 U.S.C.\n3722(a)).\n``(ii) Establishment of centers of ai\nexcellence.--The Director of the National\nScience Foundation, in coordination with the\nRegional Technology Hubs program of the\nDepartment of Commerce, subject to the\navailability of appropriations, shall establish\nup to eight regionally and geographically\ndiverse eligible applicants to be designated as\nCommunity College and Area Career and Technical\nEducation Centers of AI Excellence (referred to\nin this subparagraph as `Centers of AI\nExcellence'). Such Centers of AI Excellence\nshall enhance educational outcomes and drive\nworkforce development by integrating artificial\nintelligence into teaching, learning, and\ncommunity engagement.\n``(iii) Application.--An eligible applicant\nseeking to be designated as a Center of AI\nExcellence under this subparagraph shall submit\nto the Director of the National Science\nFoundation an application at such time, in such\nmanner, and containing such information as the\nDirector may require. Such application shall\ninclude the following:\n``(I) A description of the focus\narea or areas for such proposed Center\nof AI Excellence and how such area or\nareas are aligned with regional\ninvestments made by industry and the\nFederal Government.\n``(II) A description of the\ncapacity of the applicant to carry out\nthe purpose of such proposed Center of\nAI Excellence.\n``(III) A description of\ndemonstrate current and anticipated\nfuture workforce demands in occupations\ndirectly related to such proposed\nCenter of AI Excellence.\n``(IV) A description of how the\neligible applicant will support the\ncollection of information and data for\npurposes of evaluation of such proposed\nCenter of AI Excellence.\n``(V) An evaluation plan that\nincludes the use of outcome-oriented\nmeasures to assess the impact and\nefficacy of such proposed Center for AI\nExcellence.\n``(iv) Activities.--A designated Center of\nAI Excellence shall develop and disseminate\ninformation regarding best practices for\nmatters such as the following:\n``(I) Artificial intelligence\nresearch and education, and research on\nthe effects of artificial intelligence\nin education, at community colleges and\narea career and technical education\nschools.\n``(II) Methods to scale up\nsuccessful programs that perform\nresearch or provide education on\nartificial intelligence at community\ncolleges and area career and technical\neducation schools.\n``(III) Providing educators and\nteachers with actionable strategies and\nresources to effectively integrate\nartificial intelligence into\ncurriculums in the classroom.\n``(IV) Providing experiential\nlearning opportunities, including\nresearch and industry experiences on\nartificial intelligence and learning\nopportunities for students that are\nenabled through artificial\nintelligence.\n``(V) Identifying pathways for\nstudents to jobs that are enabled by\nartificial intelligence, such as\npreviously nonexistent jobs with\nrespect to which artificial\nintelligence use is an integral part,\njobs working directly on artificial\nintelligence, and previously existing\njobs with respect to which needed\nskills have been significantly changed\ndue to working with artificial\nintelligence.\n``(VI) Facilitating partnerships\nwith employers, employer consortia, or\nother private sector organizations that\noffer apprenticeships, internships,\ncooperative education, or applied\nlearning experiences in the field of\nartificial intelligence.\n``(v) Partnerships.--The Director of the\nNational Science Foundation shall encourage\napplicants to consider including or partnering\nwith a nonprofit organization, civil society\norganizations, industry, or an institution of\nhigher education (or a consortium thereof) that\nhas extensive experience and expertise in\nartificial intelligence.\n``(vi) Evaluations.--All applications for\ndesignation under clause (ii) shall include an\nevaluation plan that includes the use of\noutcome-oriented measures to assess the impact\nand efficacy of the proposed Center for AI\nExcellence.\n``(vii) Accountability and dissemination.--\n``(I) Evaluation required.--The\nDirector of the National Science\nFoundation shall evaluate the\nactivities under clause (iv). Such\nevaluation, to the extent practicable,\nshall integrate the findings of\nresearch resulting from such activity\nor activities as a result of a\ndesignation under clause (ii) with the\nfindings of other research on\nartificial intelligence education.\n``(II) Report on evaluations.--Not\nlater than 180 days after the\ncompletion of the evaluation under\nsubclause (I), the Director of the\nNational Science Foundation shall\nsubmit to Congress and make widely\navailable to the public a report that\nincludes the following:\n``(aa) The results of such\nevaluation.\n``(bb) Any recommendations\nfor administrative and\nlegislative action that could\noptimize the effectiveness of\nthe designations made under\nclause (ii).''.\n\nSEC. 4. AWARDS FOR RESEARCH ON ARTIFICIAL INTELLIGENCE IN EDUCATION.\n\n(a) In General.--Section 5401 of the National Artificial\nIntelligence Initiative Act of 2020 (15 U.S.C. 9451; enacted as part of\ntitle LIV of division E of the William M. (Mac) Thornberry National\nDefense Authorization Act for Fiscal Year 2021 (Public Law 116-283)) is\namended--\n(1) by redesignating subsection (g) as subsection (i); and\n(2) by inserting after subsection (f) the following new\nsubsections:\n``(g) Awards for Research on Artificial Intelligence in\nEducation.--\n``(1) Eligible entity defined.--In this subsection, the\nterm `eligible entity' means any of the following:\n``(A) An institution of higher education.\n``(B) A nonprofit organization.\n``(C) A consortium of one or more institutions of\nhigher education or nonprofit organizations and one or\nmore private sector entities.\n``(2) Awards.--\n``(A) In general.--The Director of the National\nScience Foundation may make awards, on a competitive,\nmerit-reviewed basis, to eligible entities, to enable\nsuch eligible entities to promote research regarding\nteaching models, tools, and materials for artificial\nintelligence, its integration into the classroom,\nteaching, and learning for pre-kindergarten through\ngrade 12 students, and its impacts on educational and\nlearning outcomes.\n``(B) Method.--The Director of the National Science\nFoundation may carry out subparagraph (A) by making\nawards through new or existing programs.\n``(3) Application.--\n``(A) In general.--An eligible entity that desires\nto receive an award under this subsection shall submit\nto the Director of the National Science Foundation an\napplication at such time, in such manner, and\ncontaining such information as the Director may\nrequire.\n``(B) Contents.--An application under subparagraph\n(A) may include the following:\n``(i) A description of any regional\npartnerships the eligible entity plans to\nutilize to carry out the award.\n``(ii) With respect to an application that\nconcerns the use or integration of artificial\nintelligence, a description of potential\nethical concerns and implications of teacher,\nfaculty, and student interactions with\nartificial intelligence.\n``(iii) A description of how proposed\nresearch on teaching models, tools, and\nmaterials were developed in consultation with\nother educators, academia, industry, government\nentities, or civil society organizations.\n``(iv) Such other information as the\nDirector may require.\n``(4) Use of award funds.--Awards described in paragraph\n(2)(A) shall be used by the recipient to carry out the\nfollowing:\n``(A) Emphasize preparing incoming K-12 teachers to\nintegrate artificial intelligence into their classrooms\nin beneficial and innovative ways.\n``(B) Support research to develop, pilot, fully\nimplement, or test topics, such as the following:\n``(i) Instructional materials and high-\nquality learning opportunities for teaching\nartificial intelligence.\n``(ii) Models for the preparation of new\nteachers who will teach artificial\nintelligence.\n``(iii) Scalable models of professional\ndevelopment and ongoing support for teachers.\n``(iv) Tools and models for teaching and\nlearning aimed at supporting student success.\n``(v) Evaluations of the effect of\ndifferent approaches to teaching artificial\nintelligence on students' educational and\nlearning outcomes.\n``(5) Partnerships.--In making awards under this\nsubsection, the Director of the National Science Foundation\nshall carry out the following:\n``(A) Encourage applicants which, for the purpose\nof the proposed activity or activities funded through\nsuch award, include or partner with a nonprofit\norganization or an institution of higher education (or\na consortium thereof) that has extensive experience and\nexpertise in integrating artificial intelligence into\nK-12 classrooms.\n``(B) Encourage applicants which, for the purpose\nof such proposed activity or activities funded through\nsuch award, include or partner with a consortium of\nschools, institutions of higher education, school\ndistricts, non-profit organizations, or other State and\nlocal government entities.\n``(C) Encourage applicants which, for the purpose\nof such proposed activity or activities funded through\nsuch award, include commitments from school principals,\nother school leaders, or administrators to make a\npriority reforms and activities proposed by the\napplicant.\n``(h) Artificial Intelligence Collaborative.--\n``(1) In general.--The Director of the National Science\nFoundation may establish a pilot program of regional cohorts\nthat will provide peer support, mentoring, and hands-on\nresearch experiences for educators, principals, and other\nschool leaders of students in kindergarten through grade 12, in\norder to build a network allowing educators, principals, other\nschool leaders to carry out the following:\n``(A) Engage with one another on educational\nefforts related to teaching and using artificial\nintelligence and evaluating its effects on students'\neducational and learning outcomes.\n``(B) Interact with researchers, academia, and\nlocal industry involved in artificial intelligence.\n``(2) Method.--The Director of the National Science\nFoundation may carry out this subsection by making awards\nthrough new or existing programs, including the pilot program\nauthorized under section 10511(a)(2)(B) of the Research and\nDevelopment, Competition, and Innovation Act (42 U.S.C. 19172;\nenacted as part of
