SHORT TITLE.\n\nThis Act may be cited as the ``Literacy in Future Technologies\nArtificial Intelligence Act'' or the ``LIFT AI Act''.\n\nSEC. 2. PREPARING K-12 EDUCATORS AND STUDENTS FOR AN AI LITERATE\nFUTURE.\n\n(a) Sense of Congress.--It is the sense of Congress that--\n(1) artificial intelligence (AI) is rapidly transforming\nthe modern world, driving innovation across industries,\nenhancing productivity, and reshaping the way we live and work;\n(2) to ensure the United States remains a global leader in\nthis technological revolution, the United States should provide\nthe Nation's youth with opportunities to cultivate the skills\nand understanding necessary to use and create the next\ngeneration of AI technology;\n(3) it is the policy of the United States to promote AI\nliteracy and proficiency among people in the United States by\npromoting the appropriate integration of AI into education,\nproviding comprehensive AI training for educators, and\nfostering early exposure to AI concepts and technology to\ndevelop an AI-ready workforce and the next generation of AI\ninnovators in the United States;\n(4) as strategic adversaries pursue AI technology for the\npurposes of surveillance, weaponization, and economic\ncompetition, maintaining United States leadership through an AI\nliterate public is essential; and\n(5) awards made under this section should recognize--\n(A) the rapidly evolving nature of AI technology,\nand identify and focus on those skills that will remain\nrelevant to AI literacy considering likely changes in\nAI capabilities; and\n(B) student progression to more advanced topics as\nthey progress through K-12 education.\n(b) Awards.--The Director may make awards on a merit-reviewed,\ncompetitive basis to institutions of higher education or nonprofit\norganizations (or a consortium thereof) to support research activities\nto develop educational curricula, instructional material, teacher\nprofessional development, and evaluation methods for AI literacy at the\nK-12 level.\n(c) Use of Award Funds.--Activities funded by awards made under\nthis section may include the following:\n(1) Formal and informal K-12 education curriculum\ndevelopment focused on the essential abilities and competencies\nnecessary for AI literacy that is learner-centered, project-\nbased, and can be personalized in the classroom and other\nlearning environments.\n(2) Engaging State and local educational agencies,\nsuperintendents, principals, educators, or other school leaders\nof students in kindergarten through grade 12 in professional\nlearning opportunities to--\n(A) enhance AI literacy and proficiency;\n(B) promote responsible use of AI; and\n(C) develop best practices.\n(3) Developing AI literacy evaluation tools and resources\nfor educators assessing proficiency in AI literacy.\n(4) Designing and implementing professional development\ncourses and experiences in AI literacy, including mentoring,\nfor State and local educational agencies, principals,\neducators, or other school leaders that integrate in-person,\nvirtual, and distance learning experiences.\n(5) Development of hands-on learning tools to assist in\ndeveloping and improving AI literacy.\n(6) Augmenting the existing curriculum to incorporate AI\nliteracy where appropriate, including responsible use of AI in\nlearning.\n(7) Additional activities determined appropriate by the\nDirector.\n(d) Implementation.--The Director may carry out this section by\nmaking awards through new or existing programs.\n(e) Definitions.--In this section:\n(1) AI literacy.--The term ``AI literacy'' means having the\nage-appropriate knowledge and ability to use artificial\nintelligence effectively, to critically interpret outputs, to\nsolve problems in an AI-enabled world, and to mitigate\npotential risks.\n(2) Artificial intelligence; ai.--The terms ``artificial\nintelligence'' and ``AI'' have the meaning given the term\n``artificial intelligence'' in section 5002 of the National\nArtificial Intelligence Initiative Act of 2020 (15 U.S.C.\n9401).\n(3) Director.--The term ``Director'' means the Director of\nthe National Science Foundation.\n(4) Institution of higher education.--The term\n``institution of higher education'' has the meaning given that\nterm in section 101 of the Higher Education Act of 1965 (20\nU.S.C. 1001).\n(5) K-12 education.--The term ``K-12 education'' means\nelementary schools and secondary schools (as such terms are\ndefined in section 8101 of the Elementary and Secondary\nEducation Act of 1965 (20 U.S.C. 7801)).\n<all>","changes":[{"id":574,"doc_id":9671,"v_from":13004,"v_to":13656,"detected_at":"2026-09-11 02:49:57","added":123,"removed":6,"summary":"--- \n+++ \n-Error occurred.
