SHORT TITLE.\n\nThis Act may be cited as the ``Accelerating Networking,\nCyberinfrastructure, and Hardware for Oceanic Research Act'' or the\n``ANCHOR Act''.\n\nSEC. 2. PLAN TO IMPROVE CYBERSECURITY AND TELECOMMUNICATIONS OF U.S.\nACADEMIC RESEARCH FLEET.\n\n(a) In General.--Not later than 1 year after the date of enactment\nof this Act, the Director shall, in consultation with the head of any\nFederal agency, university, or laboratory that owns or operates a\nvessel of the U.S. Academic Research Fleet, submit to the Committee on\nCommerce, Science, and Transportation of the Senate and the Committee\non Science, Space, and Technology of the House of Representatives a\nplan to improve the cybersecurity and telecommunications of the U.S.\nAcademic Research Fleet.\n(b) Elements.--The plan required by subsection (a) shall include--\n(1) an assessment of the telecommunications and networking\nneeds of the U.S. Academic Research Fleet, consistent with the\ntypical scientific missions of the vessels of such fleet;\n(2) in consultation with the Cybersecurity and\nInfrastructure Security Agency and the National Institute of\nStandards and Technology, an assessment of cybersecurity needs\nappropriate for--\n(A) the ownership of vessels within the U.S.\nAcademic Research Fleet; and\n(B) the scientific missions of such vessels;\n(3) an assessment of the costs necessary to meet the needs\ndescribed in paragraphs (1) and (2), including--\n(A) any necessary equipment, such as satellite\ncommunications equipment, software, high-performance\ncomputing clusters shipboard and shoreside, or\nenterprise hardware; and\n(B) estimated personnel costs in excess of current\nexpenditures, including any necessary training,\nsupport, or logistics;\n(4) an assessment of the time required to implement any\nupgrades required to meet the needs described in paragraphs (1)\nand (2) under varying budgets and funding scenarios;\n(5) the adoption of common solutions or consortial\nlicensing agreements, or by centralizing elements of fleet\ncybersecurity, telecommunications, or data management at a\nsingle facility; and\n(6) in consultation with any non-Federal owners of a vessel\nof the U.S. Academic Research Fleet, a spending plan for the\nNational Science Foundation, the Office of Naval Research, non-\nFederal owners of vessels of the U.S. Academic Research Fleet,\nusers of the U.S. Academic Research Fleet, or any combination\nthereof, to provide funding to cover the costs described in\nparagraph (3).\n(c) Considerations.--The Director shall, in preparing the plan\nrequired by subsection (a), consider--\n(1) the network capabilities, including speed and bandwidth\ntargets, necessary to meet the scientific mission needs of each\nclass of vessels of the U.S. Academic Research Fleet for such\npurposes as--\n(A) executing the critical functions and\ncommunications of the vessels;\n(B) providing network access to conduct medical\ncare via telemedicine or related crisis response care;\n(C) as necessary to meet operations, uploading any\nscientific data to a shoreside server, including the\ncopying of data off ship for disaster recovery or risk\nmitigation purposes;\n(D) as appropriate, conducting real-time streaming\nto enable shore-based observers to participate in ship-\nbased maintenance or research activities; and\n(E) real-time coordinated viewing of--\n(i) scientific instrumentation so that it\nis possible to conduct scientific surveys and\nseafloor mapping with fully remote subject-\nmatter experts; and\n(ii) critical operational technology by\nmanufacturers and vendors so that it is\npossible to carry out maintenance and repairs\nto systems with limited expertise on the\nvessel, with fully remote subject-matter\nexperts advising; and\n(2) in consultation with the Director of the Cybersecurity\nand Infrastructure Security Agency, the Director of the\nNational Institute of Standards and Technology, and the heads\nof other Federal agencies, as appropriate--\n(A) the cybersecurity recommendations in the report\nof the private scientific advisory group known as JASON\nentitled ``Cybersecurity at NSF Major Facilities''\n(JSR-21-10E) and dated October 2021 as applied to the\nU.S. Academic Research Fleet;\n(B) standards and guidance for information\nsecurity, including the use of encryption for sensitive\ninformation, the detection and handling of security\nincidents, and other areas determined relevant by the\nDirector;\n(C) facilitating access to cybersecurity personnel\nand training of research and support personnel; and\n(D) the requirements for controlled unclassified or\nclassified information.\n\nPassed the Senate October 8, 2025.\n\nAttest:\n\nSecretary.\n119th CONGRESS\n\n1st Session\n\nS. 318\n\n_______________________________________________________________________\n\nAN ACT\n\nTo require a plan to improve the cybersecurity and telecommunications\nof the U.S. Academic Research Fleet, and for other purposes.","changes":[{"id":586,"doc_id":236,"v_from":225,"v_to":13670,"detected_at":"2026-09-11 02:51:29","added":150,"removed":6,"summary":"--- \n+++ \n-Error occurred.
