SHORT TITLE.\n\nThis Act may be cited as the ``Resources for Evaluating and\nDocumenting AI Models'' or the ``READ AI Models Act''.\n\nSEC. 2. RESOURCES FOR ARTIFICIAL INTELLIGENCE MODEL DOCUMENTATION.\n\n(a) Resources.--\n(1) In general.--Subject to the availability of\nappropriations, the Director of the National Institute of\nStandards and Technology, in consultation with the heads of\nother Federal agencies, as appropriate, shall initiate a pilot\nprogram to establish a structured template and associated\ntechnical guidelines for documentation to accompany artificial\nintelligence models and associated data developed and used by\nthe public sector or private sector.\n(2) Activities.--Subject to the availability of\nappropriations, in carrying out paragraph (1), the Director\nshall carry out the following:\n(A) Produce a structured template designed to\nenable a user to document information about an\nartificial intelligence model and associated data,\nwhich may include the following information:\n(i) The name of such model.\n(ii) The identification of the developer of\nsuch model.\n(iii) The identification of the location\nwhere such developer is incorporated.\n(iv) The release date of such model.\n(v) The knowledge cutoff date for such\nmodel's training data.\n(vi) Languages supported by such model.\n(vii) Terms of service of such model.\n(viii) Any other information the Director\ndetermines appropriate.\n(B) Ensure such template is modular in nature, such\nthat users can flexibly adopt and complete sections,\ncategories, or other similar components of such\ntemplate in accordance with a specific use case,\nincluding relating to sector-specific needs, intended\naudiences, and a set of desired characteristics.\n(C) Provide detailed technical guidelines\naccompanying such template that--\n(i) make available relevant metrics or\nbenchmarks for each component of such template\nfor a range of artificial intelligence model\ntypes, as applicable; and\n(ii) incorporate voluntary consensus-based\ntechnical standards and industry best\npractices, as appropriate.\n(3) Stakeholder input.--In carrying out paragraph (2), the\nDirector shall carry out the following:\n(A) Collaborate with private sector entities,\ninstitutions of higher education, nonprofit\norganizations, international standards organizations,\nand Federal agencies, as the Director determines\nappropriate, including conducting periodic outreach to\nsuch entities, institutions, organizations, and\nagencies.\n(B) Publish in the Federal Register a draft of the\nstructured template and associated technical guidelines\nreferred to in paragraph (1), and provide an\nopportunity for submission of public comments for a\nperiod of not less than 60 days to be considered for\nincorporation into such template and guidelines.\n(4) Reporting and publication.--Not later than 12 months\nafter the date on which the Director establishes the pilot\nprogram pursuant to paragraph (1), the Director shall carry out\nthe following:\n(A) Submit to the Committee on Science, Space, and\nTechnology of the House of Representatives and the\nCommittee on Commerce, Science, and Transportation of\nthe Senate a report that includes the following:\n(i) An assessment on the effectiveness of\nsuch pilot program.\n(ii) If so assessed to be effective, a plan\nfor permanent implementation, including\nrelating to administration, of such pilot\nprogram.\n(B) Make publicly available on the website of the\nNational Institute of Standards and Technology the\nstructured template and associated technical guidelines\nreferred to in paragraph (1), including the\nincorporation of any appropriate comments in accordance\nwith paragraph (3)(B).\n(5) Definitions.--In this Act:\n(A) Director.--The term ``Director'' means the\nDirector of the National Institute of Standards and\nTechnology.\n(B) Artificial intelligence.--The term ``artificial\nintelligence'' has the meaning given such term in\nsection 5002 of the National Artificial Intelligence\nInitiative Act of 2020 (15 U.S.C. 9401).\n(C) Artificial intelligence model.--The term\n``artificial intelligence model'' means a software\ncomponent of an information system that implements\nartificial intelligence technology and uses\ncomputational, statistical, or machine-learning\ntechniques to produce outputs from a defined set of\ninputs.\n(D) Institution of higher education.--The term\n``institution of higher education'' has the meaning\ngiven such term in section 101(a) of the Higher\nEducation Act of 1965 (20 U.S.C. 1001(a)).\n(E) Nonprofit organization.--The term ``nonprofit\norganization'' means an organization described in\nsection 501(c)(3) of the Internal Revenue Code of 1986\nand exempt from tax under section 501(a) of such Code.\n(F) International standards organization.--The term\n``international standards organization'' has the\nmeaning given such term in section 451 of the Trade\nAgreements Act of 1979 (19 U.S.C.
